According to the press release disseminated on the morning of June 22, four out of the five countries were sanctioned for unconstitutional changes of government while the Republic of South Sudan was penalized for non-payment of AU statutory contributions.

South Sudan is under intermediate sanction for default in the payment of its contributions, which deprives it of the right to speak, vote, and receive documentation at meetings of the Union, or to present a candidate for any positions within the Union or be a member of a Bureau of any organ of the Union.

Sudan, Guinea, Burkina Faso, and Mali have been banned from the Union pursuant to Article 30 of the Constitutive Act which states, “member states in which governments accede to power by unconstitutional means shall be suspended and shall not participate in the activities of the Union.
